Since the notability tag here has been disputed, I wanted to add: WP:ARTIST states that an artist who has created a "significant monument" or "been a substantial part of a significant exhibition" might be notable - I see one source here with significant coverage, and a lot of coverage of her murals. I'm hopelessly out of my depth when it comes to art, but the nonspecific verbiage at WP:ARTIST gives me pause - what is the definition of a "significant monument / exhibition"? While I don't see a lot of sources for this subject meeting the length of coverage we typically label "significant", I wonder if the murals (given their scale and recognition in minor-coverage sources) might speak for themselves?
