I found no sources for a promotion to major general. He quite definitely was lieutenant colonel. See this link] to google books. In the session papers of a hearing of a committe of the house of commons on "Improvement of Health of Towns" he is called "colonel" and on an inscription on the foundation stone of the first protestant church in egypt he is "lieutenant colonel".

The re are some other erraneous things in this article but my english is not perfect and I might not get it right :-) It would be interesting to include some words on his role in the ratification of the "treaty of amity and commerce" between GB and Colombia in 1825 and his talks to Simon Bolivar together with James Henderson (diplomat), the first british General-Consul in Columbia... How is it that the title of this article indicates Campbell was a British army officer when the majority of his career was spent serving in the Spanish Army?
