Community leagues aren't really a different type of thing from neighbo(u)rhood councils; they're different names for the same thing, not distinct concepts that need separate articles. "Neighbo(u)rhood council", however, is the more common and more general name for it in most places, so it's the one that should be the main article title. Merging the two articles would also aid in resolving this article's lack of substance (and its globalization problems, since some of the examples in "community league" are Canadian ones), although obviously more work would still be needed to make the article a genuinely good one. To make the article more informative about what neighborhood councils do and how they function, I believe discussing how the organization is structured in terms of leadership and functioning. How are leaders selected and how do you become part of the neighborhood council?

Also are there any historical events/policies that were passed do to participation and involvement of neighborhood councils ?

Improving the article

To improve their article about Neighborhood Councils they need to go into depth more about what Neighborhood Councils do in the local government. They only provided a few examples. Is their more that neighborhood councils do to improve their communities?
