Inter-settlement territories
editOn the political divisions of Russia article, it is spelled out that "inter-settlement territory" is territory not included within a municipal formation. However, on the English language wikipedia articles of administrative raions/districts, it is always said that "As a municipal division, the district is incorporated as X Municipal District." The definition for Municipal raions (Муниципальный район) is at least implied to be included within the definition municipal formations/divison (Муниципальное образование), which would make it impossible for there to be "inter-settlement territory." My question is, then, if perhaps something is not being translated properly or how do we better translate the terms so that these articles read logically?
Just as an example, I've seen a map of the administrative and municipal divisions for the Komi Republic, for instance. It'd appear that almost all the territory is included within a municipal formation except for administration raions of Knyazhpogostsky & Troitsko-Pechorsky. Yet, for each of the articles, it is mentioned that they are incorporated - with the implication being in their entirety - as municipal districts. Does anyone have thoughts on how we can improve the comprehensibility of the administrative raion articles? Are municipal raions (Муниципальный район) included within the defintion of municipal formations (Муниципальное образование)? Criticalthinker (talk) 09:48, 14 December 2022 (UTC)
- I guess the simple answer is that these articles need to be rewritten such that in those administrative districts in which the entire territory is not incorporated as a municipal formation that that not be implied. It also then brings to question what is the meaningful difference between being in a "Municipal District" and a "Urban or Rural Settlement" in those instances where the district covers the administrative territory outside of the municipal settlements? For instance, do you simply not have municipal/local government in the inter-settlement territory of Troitsko-Pechorsky District while you would anywhere in the Ust-Kulomsky District?
