There's historically been a debate on Wikipedia between whether by-elections each need their own standalone article or should be handled as one omnibus "By-elections to the ## [Relevant Legislature]" article — but it is never standard practice to summarily redirect a by-election to our article about the district that the by-election was held in, because that would add extra content (like the candidate and polling stuff) that would give the by-election disproportionately WP:UNDUE weight over and above any of the regular elections.
Canadian by-election articles do now get more attention than they used to — there's more effort expended into writing more than just "by-election happened, results table, the end" than there used to be, and more effort expended into ensuring that the articles are actually sourced than there used to be, so there's a stronger basis for standalone articles now than there was 10 years ago. UK by-elections and US special elections also very routinely have their own standalone articles rather than being redirected, although I can't speak with authority on what is or isn't done in other countries besides those.
But even if you still believe that they should be redirected instead of having standalone articles, the appropriate target would be an omnibus article treating all by-elections to the 43rd Parliament of Ontario as collective topic that remained separate from the individual electoral districts, not the electoral district articles themselves. And it would have to merge all of the by-election articles in Category:43rd Parliament of Ontario, not just this one, because there's no basis for treating this one as uniquely less notable than the 2023 by-elections that you didn't propose for redirection. Either they all get merged into one omnibus By-elections to the 43rd Parliament of Ontario article or they all get standalone articles, and there are no "some are more notable than others" grey areas in between those two things.
