editI've tagged a couple of points with 'fact' tags as I believe them to be inaccuracies.
My memory is that The West Midlands Exam Board (TWMEB) continued to operate as an independent entity (and a partner in MEG) until 1998. Part of the reason was that TWMEB had a contract with UCLES to service the MEG exams and partly because TWMEB had diversified into areas beyond simply supplying CSE exams: Mill Wharf Training provided in-service training; other subdivisions of TWMEB provided Prison Education and OFSTED inspections. In 1998, on the formation of Unitary Examining Bodies, TWMEB wound itself up and transferred its assets to the newly-created OCR, in the process OCR took over as employer of the staff who wanted to transfer.
