Not County Roads?

The article refers to roads as "county roads" or as "County Road X". The first sentence does.

As per the article, these numbered roads are not under the jurisdiction of Frontenac County.

Schedules of South Frontenac By-Law 2000-01 refer to highways as "Township Road X". I don't doubt that South Frontenac had the status of a township before the new Municipal Act changed it to lower-tier municipality on January 1, 2003.
