Needs updating
editThis article needs serious updating. The reference given lists 19 "boroughs", not just 5, and since the reference was published, Kristiansand has been merged with two other municipalities recently. Furthermore, I contest the use of the term "borough" for Norwegian "bydel". These municipal subdivisions are noe self-governing in any way~ an does not have any elected bodies.
