this is related to how Air conditioning worked on trains, before the advent of HEP (head end power): The Ice is loaded into the bunkers on the underbody (the ice is very heavy) of the car. then the ice inside the bunker melts, which the cold water is in the bottom. the cold water drains into the sump, and is pumped up to the roof of the car where it flows through a heat exchanger. the warm water is returned to the ice bunkers to aid in melting the ice, a blower fan forces recirculating and fresh air through the heat exchanger and air ducts.
