Number of Board Members
editA bill passed in July 2017 increased the number of board members from 15 to 17. Each of the two new members are selected by the President of the State Senate and the Leader of the Assembly.
This was part of a compromise bill that originally would have allowed the governor to seize $300 million of Horizon’s reserves for “the opioid epidemic”. The bill lead to a shutdown of the state government.
The compromise bill allows the state insurance regulator (not the comptroller who is directly under the control of the governor) to assess the Horzon BCBS Emergency Reserves and if the regulator thought the reserves were too high, money would be refunded to the rate payers (rather than seized by the state.
