League or not a League

Dear LAz17, I really don't agree that Hockey Europe is a league. It is a group of 6 leagues with the goal to promote their common interests. But for me, the term "league" would mean that teams from these countries play against each other and determine a champion. This is certainly not the case, not mentioned in those references and as far as I know also not planned. Can you please give the precise reference where it says that Hockey Europe is a league?
