Doug Weller: "No, the figures are not just for the descendents of slaves"
editBut it said "ethnic group," a more narrow term than everyone of African (or sub-saharan African rather) descent. For that, the United States Census Bureau would use the term "race," however one feels about that equally ambiguous term.
