Legally Garcia is no longer Governor of Cebu. She has a right to protest, but unless she is re-instated Agnes Magpale is the official Governor of Cebu. http://newsinfo.inquirer.net/327377/dilg-swears-in-magpale-as-acting-cebu-governor-garcia-calls-malacanang-suspension-illegal
