I don't mean to "bag" his invention, but this article does not investigate key areas of economic viability of the product. The cost analysis doesn't appear to include the amortization of the product versus alternatives. How to deploy the water once it arrives?

The article should include a section on how to deploy the water once it arrives at its destination. Pump it into a reservoir? Dock the bags and pump it out as needed? How exactly would the pumping work - seems tricky to pump water out of submerged bags.
