The Azeri government has no authority to rename a city. It can only be done by the local authorities in power. Since there are no de jure local authorities representing the entire population than the city was never renamed de jure.--ΕυπάτωρTalk!!14:37, 12 December 2008 (UTC)Reply
Regarding the date, I would like to see a source. I was under the impression that the Republic of Azerbaijan lacked such medieval laws and that a city would be renamed by local authorities and not by the state.--ΕυπάτωρTalk!!20:39, 13 December 2008 (UTC)Reply
I have the Russian version of that law. And I am not sure why you consider such laws 'medieval.' The Armenian Geographical Names Law also states that the 'alien' (non-Armenian) origin of a placename is sufficient to rename the locale. Parishan (talk) 03:27, 28 December 2008 (UTC)Reply
