Definitely is more than a stub, with a few improvements will make it to B class no problem.

lead should be expanded to include a brief synopsis of the entire article, rather than just location and population. The lead should not only mention the city, but also the location in the province, in case a WWW does not know what a Prince Albert is. If there are for example 7 items in the table of contents, there should be at a minimum 7 thingies summarised in the lead to entice the reader to read further into the article for more information. The US placename lead advices that some items should be mentioned in the lead (which are elaborated on elsewhere.) The lead shouldn't introduce info not in a section elsewhere, so the population blurb should be fleshed out in a section called demographics, then summarised in the lead. East Side needs no capitalisation. Also as there are numbers and statistics regarding the population as well as the statements in the Education section they all need an inline citation.

The recreation section would expand if instead of a listing of rec facilities a textual description was given of them. Ie the swimming pool is an outdoor/indoor pool with a shallow end of x feet-meters and a deep end of x feet-meters, BBQ pits, waterslide, water park rentals. Prime Minister's park hosts a child's play area, picnic tables, hiking trails, landscaped lawn, baseball diamonds, soccer pitches, basketball hoops, scenic view or whatever. Carlton Park Community Club is the mainstay for the local weddings, conferences, community sports and recreation indoor programs, indoor soccer, bridge club, etc.

Keep an eye out for sections with very little content (2-4 sentences), which indicates some completeness issues.

Settlement guidelines proposes that a section heading may be Sports and Leisure which may help to develop the points of the high school infobox into the textual area of the article proper, and flesh out this section. The infobox should be like a summary of the text in the article highlighting the articles main points.

Some short sections could be combined into different section headings to help them grow... Infrastructure could cover transportation, utilities and healthcare. Transportation could delve into city planning concepts; main route corridors, crescents vs grid layout (or this could also be discussed in geography either or). Transportation could also discuss access to air transport, rail transport, inter-community ie Ring road, and inter-city transport ie highway access from neighborhood.

An economy section may help to flesh out the Commercial and industrial section, as then the demographics of the population work force could also be discussed besides the inherent physical buildings which house commerical and industrial businesses locally.

Housing and religion are short sections which pertain to demographics, and could flesh out a nice section there.

Check to see if any sections can be completed which are mentioned at WP:USCITY and WP:UKCITIES. There could be a geography section which relates the neighborhood of Carlton Park is it relates to the neighborhoods to the north, south, east and west., or the Template:Geographic Location (8-way) could be used in a location section. The geography section could relate to neighborhood planning crescents vs grid layout of streets, main corridors, climate affecting residents, geographical features. For those viewing the article from the WWW, are there mountains, plains, waterfalls, fiords, palm trees, ocean shores in the area?  ;-)

  1. The article is suitably referenced, with inline citations where necessary.
    Plop the best reference out of a general reference section and name the reference to use repeatedly as an inline source.
  2. The article reasonably covers the topic, and does not contain obvious omissions or inaccuracies.
    Discussed as per above.
  3. The article has a defined structure.
    Request for re-organisation of material to bring out the best of included content available with sources. lead section discussed above.
  4. The article is reasonably well-written.
    The prose contains no major grammatical errors however several sections are still in point format and not prose, so it does not flow sensibly.
  5. The article contains supporting materials where appropriate.
    Illustrations are encouraged, though not required. A photo of the neighborhood would be nice.
  6. The article presents its content in an appropriately accessible way.
