Personally, I don't see why a third party article has to exist. I think that Candidate Submittal is a logical extension to the recruitment industry. Furthermore, I think it's fair to point to the origin of the concept and to provide a link that the service is, in fact, real and not just made up in the mind of the author.
There is only one candidate submittal service on the web, and hence only one source of proof that the concept does in fact exist. Therefore I don't see how it is SPAM to include that source in the context of not only proving the service exists, but also in establishing context.
As for the article being written like an advertisement, I've tried to be impartial in the creation of the document. Providing both argument and counter-argument with regards to the candidate submittal concept.
