The inclusion of "High Performance" programs really doesn't add anything to the objective functioning of the organisation as a functioning regulatory body. It appears that the inclusion of "High Performance" along with more inclusion of how the body is supporting talented boxers does necessarily read as more of promotive language. I might come back to it later because I am not sure if that should be removed. I think that that portion of the article should be reworked or removed. The High Performance description just seems to serve to bolster the appeal of the organisation, rather than being an objective recital of what it actually is; which is apt for wikipedia.
