Commas in the Have-Not and Shortlist sections and Voting history title

1. In order to prevent an edit war between the IP-editors and I, I wanted to have a discussion on the topic of whether to add or delete the commas in the have-not and shortlist sections. I am pro-commas because all past seasons’ articles had them, too.
2. I don’t know why we even have to discuss this but some IP-editors are insisting the Voting history title should be changed from “Voting history” to “Voting History”. When I change it back I add the note that titles are capitalized like sentences: First word capitalized, all other words are not unless they are proper nouns. Update: After the subsequent semi-protection of the article for three days, vandalism stopped, but today the protection ran out and vandalism has started (right now just one edit but likely more). The commas look ridiculous and aren't proper as the names are being listed.

Joe
Jim
Don't need commas. If you put Bob, Joe, and Jim then it would make sense.
Also, when it's a title, "Voting History" would be proper, not "Voting history". I don't know why these have to be hot-button issues, just leave it as "Voting History" and delete the commas. HouseGuest names
