According to the 8th line: "...the English, whose powerful fleet had recently defeated the Dutch in the First Anglo-Dutch War" the English had defeated the Dutch in the First Anglo-Dutch War, yet there seem to have been no decisive victors, for the English had failed to achieve their wargoal.
