As the publishing date under US law (weird quirk, it being displayed publicly in 1898 doesn't quite cut it for US copyright law) is unknown, and a strictly-proven date of death for the painter Mileham cannot be determined, the image cannot be proven to be public domain, and sadly needs to be removed from the article.
