Early years
editLiterature about this organisation usually says it was administered by DEST and funded by Systemic Infrastructure Initiative, which may be true for the most part, but they also say it was established under that initiative and/or Backing Australia's Ability, however those policies were launched in 2001, whereas APAC was launched in 1998. 1998 was still under the Howard Government, so it is probable that the name "Backing Australia's Ability" was floating around before the 2001 launch. HERDC
editFunding to or through APAC has been explicitly excluded from HERDC since at least the 2004 specifications. Was it always excluded? John Vandenberg (chat) 06:42, 9 April 2013 (UTC)
