I wonder if anyone can find any information on his military career as I suspect this might be the "Mr Hill" who is a Member of Parliament as well as being in charge of a Colt machine gun as a part of Dundonald's force during the attack on Bastion Hill, 20th January 1900 as mentioned by Winston Churchill in "London to Ladysmith via Pretoria" chapter XVIII[1]?
