Remove advert and primary sources tags?

I am coming to this page for the first time today (was randomly sent here to do copy edits). As far as I can tell, these tags, which were first added in February 2018, do not apply to the page as it is today. Is it okay to remove them? I am particularly perplexed by the advert tag--advert for what? This is a chemical technique which is being openly and publicly described, not anything proprietary.
