This article appears to cover the same subject, and the target article is currently underdeveloped. Floods also don't discriminate by borders, so unless there is something notable to say about the Rwandan government's response to the disaster, I think it would make more sense to have a single article. Hi, Thank your for the input, this article was still under development and I was about to write specific topic about Rwanda response and Humanitarian acts to this disaster, kindly guide me how to , or just give me a chance to finalize this content
Support merge for overlap; there is already a well-developed 2023 African Great Lakes floods#Rwanda section, and this article is short - it would hence benefit from the additional content that a merge would brind.
