- It is not really a flaw, so much as the article is incomplete. Many areas are not covered, such as who support/opposed the measures, campaign spending, as well as more of the details in what the measures did, including the specifics you were looking for. But, as we are the encyclopedia that anyone can edit, fell free to research it (The Oregonian, Willamette Week, Portland Business Journal, and the Portland Tribune are all good local newspapers that should have plenty on the topic) and expand the article (WP:CITE for help with citations).
