This page is not unambiguously promotional, because it's an article about a german hosting company. Most of the sources given are from the company about which the article is about, but the statements made here can certainly be checked in the sources given.
In addition, only the most important information has been included in the article and it is obviously not an advertisement. Of course, this is only a first draft of this new article. However, the article as it stands is ready to be published. The good thing about Wikipedia is that information can still be added or changed afterwards.
