Images with copyright tag problems

I often run into images with copyright tags that appear to be possible copyright violations. Is there a category that I could add that would bring it to the attention of other editors, who might then determine if it should be nominated it for deletion? For example, Image:Mondale Dayton.jpg is tagged with the "work of U.S. govt. agency". I'd be surprised if that picture were really government work. I have no hard evidence one way or the other.
