Administrative divisions of Kaliningrad Oblast

The administrative divisions are a concept distinct from that of the municipal divisions, although it is true that many municipal divisions are formed within the borders of the administrative divisions. The latter are used by the federal and oblast governments, while the former are the units of local self-government. And while in Kaliningrad Oblast the main differences between the two can only be observed below the district level, putting up an overview map of municipal divisions and labeling it "administrative" is still a bad idea. Ideally, of course, the article should cover both aspects (and be renamed after that), in a manner similar to one used in this article, but so far there have been no takers for this (rather daunting) task.
There is a brief explanation of both aspects in the subdivisions of Russia article (see the sections titled "administrative divisions" and "municipal divisions"), and you can also peruse the Adygea article I linked to above, since the idea behind the differences is the same across all of the federal subjects of Russia. About your Third Opinion request
editI'm a regular volunteer at 3O and I've re-removed it. Even though you may feel that MyMoloboaccount's was not neutral (I express no opinion about that: it may have been, it may not have been), it was nonetheless a third opinion. The 3O project is only for disputes in which there are two editors involved. The subsequent participation by a third editor is, thus, both a third opinion and a Third Opinion.
