Due criticism?

Some criticism would include that of David I. Kertzer, that Putnam's (and others') focus on pre-1400 Italy to make claims about the 2000s, (almost) without any regard for what happened in between. Moreoever, the authors do not nuance their regions sufficiently, because the Vatican had governed regions like Romagna and Umbria for long periods, which would place them at the same level as the 'Southern regions', following the authors' point. Also, the authors do not appear to evaluate their own data properly, because they do not explain the significant rise in government efficiency of Basilicata for example. D.I. The last sentence lists "Southern Italy" twice when one of those should be "Northern Italy." It would be helpful to discuss a little more about how the histories of southern and northern Italy have impacted their current political atmospheres (the democratized, wealthy north and the less prosperous, mafia-run south). This would add more depth to the analysis. Also, link Putnam's work back to democracy: what does his theory say about how democracy emerges, and what conditions are necessary for its emergence?
