Whaddaya mean other countries?

"... in that a building built before 1993 which may not be constructed to withstand wind loading can be... " What's so special about the year 1993? As far as I know, nothing significant happened to storms in 1993 (like, "god" didn't just decide all storms were going to be different...), so I suspect this is yet another case of someone not realising that there are in fact other countries on this planet outside the United States, and that these other countries in fact have their own legal framework...   • Comment the proposed title gets one hit in Google Books. (It would probably also be best to pick a title that doesn't look like it means "standards for building a hurricane").
