I'm doubtful that "illegal" belongs in the first sentence of the lead in Wikivoice, particularly when the legality is phrased as an open question in the bottom of the lead, and we don't make definitive statements in the article body (c.f. current version makes assertion about the basis for NATO intervention without any sourcing. i believe the basis for NATO intervention is considered controversial, as the KLA engaged in more civilian bloodshed than the Serbs prior to NATO involvement, suggesting NATO was acting in interest of defending its own credibility rather than simply intervening to save civilian lives. at any rate, i think it would benefit from review WP:NPOV and additional citation.
