Прямоугольное двухстороннее полотнище зелёного цвета с отношением ширины к длине 2:3, несущее вдоль нижнего края две полосы равной ширины (1/9 ширины полотнища) жёлтого (в виде кирпичной стены с оранжевыми линиями швов кладки) и белого цвета. В центре полотнища изображены фигуры из герба муниципального образования „Старокулаткинское городское поселение“: развёрнутый белый свиток с жёлтой печатью, висящей на шнуре, окружённый девятью белыми кружками, расположенными в виде арки, верхний из которых больше других. На семи кружках изображены зелёные головки тюльпанов, а на двух — орнамент в виде красной полоски, образующей ромб, расторгнутый сверху.
