The French article consistently spells his name without the accent. The name has several forms in French, among them Bélanger and Belanger. I notice, however, that several other Wikipedias spell it Bélanger — and others still write it Belanger. I believe that the two forms are pronounced differently, /bəlɑ̃ʒe/ for the one without the accent; /belɑ̃ʒe/ for the one with the accent (second character different, notice!). I am inclined to believe that fr:WP is likeliest to have it right and suggest that this article be moved to Jean-Baptiste-Charles-Joseph Belanger.
