Minimal use (WP:NFCC#3)	As far as I am concerned, it will be only used on Tugstsogt related articles, which is at the moment only one.
Respect for commercial opportunities (WP:NFCC#2)	He is a public figure/celebrity, who has a tons of images of himself on the internet. This photo is taken from an interview, where he knew the fact that he is gonna shown to be on public media. Since content of this picture is very simple/ordinary, I don't think it would an issue, to harm the commercial opportunities of the owner. Such as, no flashy outfits, place, exlcusive interview, ads of products etc.
