Text Appearing Before Image: n the occupiedterritory under the guard of the German staff. The Germans have created a German company foragricultural exploitations, with a capital of eightymillions. This society, by means of disguised expro-priation under the form of leasing for a long term,recognized by the peace treaty and in favor of theoccupation, tries to get a monopoly of agriculturalproducts of Roumania. This is another speculation ofthe Austro-German capitalists that should be revealedto the Social Democracy. Orders issued by the German military authoritiesbefore the signature of the peace treaty force the popu-lation of the occupied territory, between the ages offourteen and sixty, to work as ordered by the Germanauthorities. Disobedience of these orders will be fol-lowed by deportation, imprisonment from one to fiveyears, and in certain unspecified cases, death. Summing up, the treaty imposed on Roumania isthe most shameless contradiction of all German state-ments. It means the disguised annexation of the

They make a prison of Roumania, whereall the people are condemned to hard labor for theprofit of the enemy. This instance of a German peace deserves to beconsidered the more as the German delegates, to theastonishment of the Roumanian delegates, have statedthat these conditions are very moderate compared withthose intended for the treaty to be imposed on France,England and Italy after the victory of the Central Powers. The following letter is addressed tothe Minister of Foreign Affairs by the four Alliedministers: The Entente governments have learned that thetreaty signed in Bucharest on the 7th of this month,between Roumania and the Central Powers, containsclauses contrary to the provisions of the internationalagreements which they have signed.
