1. The image is a low-resolution screen shot from a 45 minuet episode;
2. The image is being used for informational purposes about the fictional planet Gallifrey, from the Doctor Who universe;
3. No more free alternative exists or can exist;
4. The use of the image in these articles will have no effect on the copyright holder's commercial use of the image in question.
