This photo was definitely taken in Windsor not London. The statue of Queen Victoria is the one at the bottom of the street which leads up to Windsor Castle, which is just out of shot on the right. Also, the chief mourners behind the coffin are on foot. At the main funeral in London the chief mourners were on horseback.
