Purpose of use in article (WP:NFCC#8)	The photograph illustrates the position of the detrainment device, and an overview of its form and function in context with the rest of the train. It additionally illustrates the arrangements for lighting the egress route that are specific to this class of train.
Not replaceable with free media because (WP:NFCC#1)	The detrainment device is a complex piece of emergency equipment that can only be re-stowed by specially-trained representatives of the manufacturer. It is not deployed in routine service and so there can be no reasonable expectation of a freely-licensed photograph being created. This is especially the case for a photograph showing deployment within a working railway tunnel, which is a highly-restricted environment.
Minimal use (WP:NFCC#3)	The photograph is used only in the article for the train class it illustrates, and it has been scaled down to the 0.1 megapixel resolution recommended by Wikipedia's non-free content policy prior to reproduction here.
Respect for commercial opportunities (WP:NFCC#2)	There is no indication that the copyright owner has exploited or ever intends to exploit the photograph commercially. Additionally, given the subject of the photograph, and the low resolution with which it is reproduced here, it is unlikely that this use would prejudice future exploitation.
