If they haven't been created after a few minutes, or if you added this template manually, you should complete these steps:

1 Visit the deletion requests subpage and place the following code:

When I asked them about the other image, they confirmed that

• their photos from this tornado outbreak have only ever been published "by permission"
• they refuse to license any black-and-white use

And then, even before I asked whether they would be willing to release the rights, they sent a second email to say:

"After additional investigation and consideration, my reply is now NO! Go to hell, MF!"

Given the strength of their reaction, and the similar circumstances surrounding the two images, I propose that this refusal should cover this image as well. At least, I'm not feeling particularly inclined to be abused again.

This image was never released into the public domain, its owner is not happy for us to have it, and I think we should delete it.

Closing admins should familiarise themselves with the evidence and discussions at this RfC when closing this request.
